"Mission of border ' is not unique" for guards

ARLINGTON, Virginia (September 3, 2010) - almost 1 100 National Guard members are on the right on the southwest border, perform a mission that is very familiar to many of them, an official said cover today.


Jack Harrison, Director of communications for the Office of the national here, "this [mission] is not really unique", guard said to a table round bloggers DoDLive. ''"The National Guard has participated in border Southwest over the past two decades."


During this time, he said, members of the National Guard worked in the programme to counter drug in California, Arizona, New Mexico and Texas.


"Above and beyond the authorized 1200 for this mission, there are more than 350 staff counter drug [in these States] make this mission," said Harrison.


Close to 6,000 members of custody across the country have been deployed in operation Jump Start, two-year mission that took end in 2008.


"Therefore, is not new,"said Harrison.""


Many members of custody, which have been volunteering for the current mission of the border, have also deployment overseas experience.


"And Yes, these experiences are certainly useful for this mission," Harrison said.


Custody, he said, will act as "extra eyes and ears" for border protection and customs and immigration and Customs Enforcement agents with the mission of a well an.Et, they'll provide also entered identification and criminal analysis in support of these organizations, he added.


Custody on the southwest border mission involves mainly monitoring and otherwise performing enforcement activities, Harrison said.


""They will be armed,"he declared, but to be more self protection than anything else."


1,100 Troops on duty, there are approximately 975 armed guard and 100 air guard members.


Harrison, said members of custody voluntarily to this mission and are not called from a unité.Chaque State, he said, is employing volunteers to man border mission.


"There are no units or individuals outside of these four States called upon to assist in these four States," said Harrison.


Incremental deployment of custody members began July 1, said Harrison, noting that the year mission includes training, time time "boots on the ground" and the ramp down to the end of the mission.


Training may take two to three weeks, he said, and ultimate maqui berry review it focuses on the tactics of agencies and procedures so that any equipment that can be used during the mission.


Says Harrison is a mission funded by the Federal Government, but it is not by the Federal Government ordered.


"The Governor and the Adjutant General in each of these four States maintain command and control each person on duty", he said.""They control flow forces and forces on duty... numbers and they will be to maintain this level of control for the mission".


Harrison, said the total allowed for border guards up to 1,200 up to one year for mission is of $ 135 million.


Close to 1,100 member care currently on the obligation of the border, there are approximately 300 in California, Arizona, 90 450 in New Mexico and 225 in Texas.


"We take this task very seriously," said Harrison. "".The President asked us to support this mission, while the CAP and ICE appoint new agents.


"Everything is going as we expected it to go,", he added, "and we are on the right track for up to 1 200 people."

Civil, military leaders: custody is a solution to America in changing times

AUSTIN, Texas (Aug. 23, 2010)-Civilian and military leaders here said on Saturday that the National Guard is America ' s solution in a time of constrained budgets, increased missions and the necessity of developing greater partnership capacity.


"The National Guard has repeatedly proven itself to be a very accessible and ready forces," Air Force Gen.Craig McKinley, the chief of the National Guard Bureau, told about 5,400 people attending the 132nd general conference of the National Guard Association of the United States here this week.


"We validated the Total Force concept by showing that the men and women in our training are ready to answer the call to be mobilized to deploy overseas, to return home and then to become prepared to do it all over again," he said.


"We... are facing a potentially momentous year," Dennis McCarthy, the assistant secretary of Defense for Reserve Affairs said."There are going to be some decisions made this year that will have significant impact on the way the young men and women who are wearing the uniform right now and those who will follow them are going to be used over the next couple of decades."


Leaders sketched a picture of an environment in which budgets will be tight, the operational tempo will remain high and the Defense Department is looking for ways to boost capacity worldwide partnership.


"We ' ve got challenging times ahead," said McKinley.


All agreed on three key points: The National Guard has reached a peak of excellence since a transformation that began, arguably, with Desert Storm/Desert Shield and certainly since the 9/11 attacks.


Although senior level discussions and a dozen studies are underway about the future of the Guard and reserve, no one wants to see it return to the Cold War - era strategic reserve.


And the National Guard is a key part of America ' s solution to changing times. "We are one of the most efficient, effective organizations in our nation today," said McKinley.


"We as a Guard are exactly where we want to be in these critical times," said Air Force. Lt Gen. Harry Wyatt, director of the Air National Guard."We have the right message." "That message has been provided to us by our Soldiers and our Airmen in the magnificent work that they have done since 9/11."


Texas Gov't. Rick Perry offered his perspective as a order-in-chief for one of the 54 state and territoires.


"I ' ll keep calling for the Guard, because I know you ' ll get the job done and done right," he said.


He then posed a question: "I wonder if any force is able to adapt as well as the Guard can?""On any given day, you might be filling sandbags as rising floodwaters threaten your hometown, mounting patrols in a combat zone overseas doing the drills and exercises required to maintain readiness countless gold."


Leaders stressed the SWOT of the National Guard in binds a vital balance of Guardmembers, families, employers, communities, associations and contractors.


"No matter what your connection to the Guard, the fact remains that you are making a difference," Perry said. "You play a role in making our state safer projecting power around the world and defending the freedom that is apart of our nation ' s DNA."


"Maybe for the first time in our 364 years, we ' re more operational than we ' ve been ever for a sustained period," said McKinley. "The use of the National Guard has never been more extensive."


Yet despite the high operational tempo and after a decade dominated by overseas contingencies, recruiting is at a high.


"Every man and women who ' s serving in uniform today... either enlisted or re-enlisted since 9/11" McCarthy noted. "They made a conscious choice to serve under the conditions that we are in today."


The Army National Guard's congressionally-authorized end strength is 358,200 sec.The actual number of Citizen-Soldiers is 362,847.Of those, 41,392 are either deploying in theater or returning from deployment today.


Excluding new enlistees in the training pipeline, some 60 percent of Citizen-Soldiers wear the right shoulder patch symbolizing experience in a combat environment.


"We are actually turning people away from our organization," said Army Gen shift. Raymond Carpenter, the acting director of the Army National Guard. "Who would have guessed that almost nine years into two wars we would have a volunteer Army that is turning people away?"


The situation is a stark contrast to the draftee era, Carpenter, whose lengthy military career includes Vietnam-era service said.


Meanwhile, as a measure of readiness, 92 percent of Citizen-Soldiers are qualified in their military occupational specialty."I can't remember when we struggled to get to 70 percent," Carpenter said."We in the Army National Guard don ' t need to take a back seat to anybody."


McKinley highlighted several National Guard programs, including Youth ChalleNGe, which will graduate its 100 000th at-risk youth this year."We are turning lives around and doing it effectively, safely and economically," he said.


The 62-nation State Partnership Program is one of the National Guard ' s contribution to increased partnership capacity."It is a crown jewel in the National Guard enterprise," said McKinley.


"Some of you will live to the 400th birthday of the National Guard," he said."We ' re going to have to continue to transform."We ' re going to have to continue to make good use of the resources that we get.We ' re going to have to sustain our equipment."We ' re going to have to train the young men and women who make our National Guard one of the finest organizations in the world."


Perry compared the current generation of warriors to those who served in World War II.


"Commentators have called the men and women who fought in World War II the 'greatest generation,' and they were right to do so," he said."However, this decade of involvement in the war on terror and our armed forces ' high level performance are introducing America to a new 'greatest generation'."


"Of course, the reward for competence is more work and our Guard has overcome every challenge with the usual combination of enthusiasm, skill and perseverance."


"The Citizen-Soldiers and - Airmen of your National Guard are adding value to America every day," said McKinley."Your National Guard is engaged across the full spectrum of operations...."We can do 40,000 to 50,000 Soldiers in a predictable rotational cycle for as long as we need to."If we have predictability and stability, we can do this for our nation for as long as they need us."


"If the Guard can be sure of one thing, it ' s that the phone will ring, and that your states and our nation will continue to rely on you," Perry said."As governor, I never hesitate to make that call, because you're always responsive always ready and raring to go always as' America's solution. '"

Custody is preparing for flu season

ARLINGTON, Virginia (September 7, 2010) - with flu season quickly approaching, the army and air National Guard have published a guide for 2010-2011 vaccination campaigns and will start shipping to the States for immediate release vaccinations, protection against officials said today.

Gunnar d. Kiersey, division general agent of medical preparation with the custody of the army chief surgeon Office said that the Agency of military vaccines is scheduled to start deliveries to the States in October.

Air National Guard units are scheduled to receive their doses of flu vaccine in the next month, said General Division Air Force James Coker, head of the branch of public health, prevention and air surgeon.

"" Vaccine delivery is based on priorities of manufacturers and approved packages available, but several States are currently beginning to receive their... vaccination against influenza, "he said."

Each year in the United States, approximately 36,000 people die from influenza or its complications, and for this reason that the army and air National Guard strive for 100% interest in this program.

"It is strongly recommended that members of ANG receive their timely vaccination to protect against flu in the month peak of influenza activity, which is usually from December to March in the US, said Coker.""Staff who receive influenza vaccination begins to develop antibodies will sufficient to protect against influenza infection in the two weeks of the protection vaccination.Cette usually last six to nine months and sometimes longer."

Soldiers, who get their shots at the beginning, said Kiersey will protect themselves and their families against the influenza virus.

The biggest change in this year's vaccine is combines three vaccines against influenza into one.

"Each year, scientists select three strains of virus influenza research feels will most common threat," said Coker.

The 2010-2011 influenza vaccine will protect against H1N1 and two other influenza viruses: an H3N2 viruses and an influenza B virus, Kiersey said, adding that the combination of these vaccines will not diminish their effectiveness.

Designated as the birthplace of the National Guard of Salem

SALEM, Massachusetts (Army News Service, August 20, 2010) - Gov. Massachusetts Deval Patrick signed legislation designating the city of Salem as the birthplace of the national guard a ceremony held at the hotel city here, 19 August 2010.

The Governor was joined at the ceremony by Salem Mayor Kimberley Driscoll, many State and officials, groups for veterans and members of the National Guard of Massachusetts.

"For a community that has so much history, us thought it was possible to add," said Driscoll. ''"But certainly he was, by Salem, recognized as the birthplace of the National Guard."

Driscoll said having the city officially recognized as the birthplace of the National Guard is very special, particularly now when custody plays a large role in the defence of the nation.

The origins of the National Guard and the u.s. Army in its oldest form, are traced back to the creation of North, South and Eastern regiments that were formed by a legislative act of General Court of Massachusetts on December 13 Bay, 1636.Cette date is recognized as the anniversary of the National Guard.

Members of the regiment was held their first gathering on the commune of Salem in April 1637, who started the foundation of what would become the National Guard.Les army four older units in the army are used today in the National Guard in Massachusetts and follow their regimental lineage to the Salem militia: 181 st infantry regiment of cavalry 182nd; field artillery regiment ?101st; and the 101st engineer battalion.

Congressmen John Tierney was among officials present and said he was impressed by how much care has dealt with the burden of frequent service, locally and overseas in Iraq and Afghanistan.

"We are very proud," said Tierney. ''"The National Guard did a lot for this country."

Tierney sentiments were echoed by Joseph c. Carter, the Adjutant General of the National Guard for Massachusetts division general.

"We are the nation first of all, the National Guard of Massachusetts," said Carter. "" """It's an honour as well as a privilege to participate in this important opportunity recognizing this magnificent city, where it all began AJAX".

SALEM, Massachusetts (Army News Service, August 20, 2010) - Gov. Massachusetts Deval Patrick signed legislation designating the city of Salem as the birthplace of the national guard a ceremony held at the hotel city here, 19 August 2010.

The Governor was joined at the ceremony by Salem Mayor Kimberley Driscoll, many State and officials, groups for veterans and members of the National Guard of Massachusetts.

"For a community that has so much history, us thought it was possible to add," said Driscoll. ''"But certainly he was, by Salem, recognized as the birthplace of the National Guard."

Driscoll said having the city officially recognized as the birthplace of the National Guard is very special, particularly now when custody plays a large role in the defence of the nation.

The origins of the National Guard and the u.s. Army in its oldest form, are traced back to the creation of North, South and Eastern regiments that were formed by a legislative act of General Court of Massachusetts on December 13 Bay, 1636.Cette date is recognized as the anniversary of the National Guard.

"By any measure, it was the fastest, most massive military response to any natural disaster that has ever happened," retired Army. Lt Gen.H Steven Blum said in a recent interview."Our response was the epitome of what the National Guard is and why it is a national treasure."

Hurricane Katrina, a category five on the Saffir/Simpson Hurricane Scale, caused an estimated $ 81 billion worth of damage, took more than 1,800 lives and forced nearly 1.2 million Gulf Coast residents to evacuate.

"The devastation of this hurricane was far greater than anyone expected," Blum said."The entire electrical grid was gone." "The internet was down, the telephones were down, no. cell phones, radio and television ceased to exist."

It took Mississippi Guardsmen about six hours to drive 60 miles to the devastated area.

"Everything was a slab, the only thing you saw on the coastline of (interstate) 90 were slabs and steps," Army shift Scott Lippiat said after the storm. "I have been to fight, I ' ve seen stuff in Iraq, this was totally different from what you experience because of the goal total destruction."

With every passing minute the situation became worse, and Blum knew he couldn ' t wait for higher command, so he moved forward."We didn ' t ask for permission, we didn ' t wait for orders," he said.

Water levels in the city continued to rise and would not stop until four days later.

"The flood control walls started failing, and the city of New Orleans basically filled up and flooded," Blum said. "It was not the it was the aftermath of the standing water in Lake Pontchartrain and the Mississippi River that ran the over hurricane flood control walls."

High flood waters disabled the Louisiana Guard ' s joint operations center, based at Jackson Barracks.

"When it actually came through... we were watching the water come up," said Army Capt'ain.Lydia Jensen, a Louisiana Guardsman, who was working in the operations center on that day."We had lost all power.""We lost all communication... so we were just waiting for it to end so we could evacuate."

"When the sunlight came up, we were still flooded," Jensen said."Our first experience of seeing the city from the air was."All we saw was water... I never want to experience it again."I never want to look at people and know that they have lost everything they had that."

National Guard helicopters kept those inside the Superdome supplied with bottled water and packaged "meals ready to eat."

By the end of September, the Army and Air Guard had flown over 10,200 missions, airlifted over 88,000 passengers to safety, moved over 18,000 tones of supplies and relief aid and saved over 17,000 lives.

"The Guard did what the Guard does best," Blum said."It answered the call, it saw the need, it prepared so that when it was needed it was ready and it was there."

Blum said he has strong feeling about the Guard ' s response to the largest relief operation in U.S. history.

"If I sound a little proud about the Guard, I am," he said."I couldn ' t be more proud."
